I will agree with you that most NB I encounter do not like to fight. They want to assassinate. I disagree, however, that doing so takes little skill. There is no blade of woe in Cyrodiil. There is no one shot that will actually kill a player, regardless of how well you min/max. It does take an understanding of what you are doing and how to do it in order to quickly kill another player before they can respond. Fight? No. Skill? Yes.
For the record, though. I still hate them with all of my heart.

Actually, yes.
Everyone can use repentance without competing. Better sweeps targeting and damage. Radiant being a shorter, cheaper ability. Shield wall passive actually being quite good now.
Some other stuff, too, but those are the big ones imo.

I am playing a magNB right, but I am a healer. If I can't kill or at least out-heal your damage in a 1v1 situation, I will try to run away because I don't have burst potential. Adding to this is that I mainly use gear from questing that is probably 10-15 levels below my level, so in 1v1 against any at least average player, I will run because I am outmatched. A lot of people don't seem to think about these things though.
Happened to me last night actually, I was killed 3 times in a row by a player. When I whispered to them that it was an enjoyable fight even if I couldn't kill them, they decided to respond with an insult about how NB's couldn't kill their way out of a box. Meanwhile, I was actually trying my best to figure how to kill them even while outmatched and probably outgeared.

The heal morph of cloak is pretty legit, too.

nah, cos it's usually red and blue converging on either side going South.... That's due to the fact DC & EP are allies and often have toons in both factions. I've also seen DC attack AD on many occasions when there's no Emp keeps or scrolls, whilst EP have all their keeps & scrolls! It's DC's way of manipulating the campaign score to ensure AD finish in last place. There's a few salty DC guilds & players still around. I'm not whining however, as it means there's always something to do, and we're always having some fun and earning AP. It is what it is - you'll have to live with until DC pop advantage inevitably changes.
