What does the Ruffian passive REALLY do?

There's a dual wield passive skill that no one really understands... I looked both on the wikis, the forums (both these forums and fan forums) and i asked my guild members and everybody gives different answers. I'm talking about the skill 'Ruffian'. The skill description states that the dmg increase applies "while using dual wield attacks". Some people on the forums think it means all your attacks and abilities, some say that it applies to both dual wield heavy attacks, light attacks and dual wield abilities, some said it applies to all abilities including non-dual-wield abilities but not to basic attacks and my guild members said it applies only to dual wield abilities... No one agrees on anything! Please tell me what it really applies to. I tried writing a ticket to ESO support but they said they don't know anything about in-game mechanics and that i need to turn to the forums (which i already did). I hope that this time someone steps up to answer the right answer (maybe even an actual developer if possible)...

Ruffian ONLY applies to "Dual Wield Attacks" as stated in the in-game tooltip.

Dual Wield Attacks mean:

• Twin Slashes and both morphs
• Flurry and both morphs
• Whirlwind and both morphs
• Blade Cloak and both morphs
• Hidden Blade and both morphs
• Light Attacks while dual-wielding
• Heavy Attacks while dual-wielding
• Medium Attacks while dual-wielding

When your target is CC'd, either Disoriented, Stunned, Immobilized, Silenced, Slowed, Rooted, or Snared, your attacks (as stated above) get extra damage.

This DOES NOT mean that you are able to hold 2 weapons, and cast abilities that ARE NOT in the Dual Wield skill line and still get the bonus damage. It HAS to be within the Dual Wield skill line abilities for you to benefit from the Ruffian passive.

It applies to your Dual Wield skills and obviously light and heavy attacks. At least thats what the tooltip leads to believe. You can just test it though. Find some mob. Do a Dagger Throw, do a class skill, then a light attack. Then do the same thing again but immobilize the enemy first and you'll see the difference.

The problem is - i don't have any dual wield abilities. I'm using only magicka and those skills need stamina. I'm wondering if the skill could apply to my light and heavy attacks while i'm dual wielding since i have some CC and i use some light attacks in between my class skills. I might be able to test it on light attacks but if it won't work i don't wanna go and reset my skills just to test this out...
