It is and it does not have spell damage.. You're probably looking at old data. It now has max stamina instead of spell damage and comes at cp160
And @op: it does have a cool down, 2 seconds and it does not proc from all dots, only the weapon based ones..

You get hyped too much. Set have 2 sec internal cooldown but proc chance is 10% so it's impossible to get tick each 2 sec all the time. Set is good but not OP. Please 1st test this set then make threads. I tested it in many combinations and I say to You it does NOT proc each 2 seconds. Same like skoria does not proc always each 6 seconds. RM can sometimes proc with 2 sec but if You belive in longer PvE or in PvP fights it'll keep proccing each 2 sec then You're wrong. This basically... it can be nice, but it is in no way OP, and there are better choices.. But for some people it can be nice, and it allows a bit of variation, so that's nice.1
