Haircut pack from crown store missing the khajiit bald option?

So I just brought the hair pack from the crown store and I noticed that the bald option for khajiit was missing. Was I wrong in assuming that the pack had all the character creation haircuts or was the other bald option suppose to work for khajiits too?
