I encountered a bug with the Sweetroll Killer - the note to start the quest won't appear

I've already completed the Dark Brotherhood questline and the side-quest "A Cordial Collaboration", but the note that's supposed to be at the stables isn't showing up, so it's not possible for me to start the quest. I'd appreciate any help in resolving this; thank you.

    It sounds like you haven't done the Raz quest "Debts of War' available in Garlas Agea yet.

    Thank you, Jekerl. From everything I read, it seemed like the only other prerequisite was the quest "A Cordial Collaboration", so I appreciate your response in clarifying why the note didn't show up.
