Aug 3 Hot Fix: Character Select Screen no toon displayed, no Create New Character

After Aug 3 Hot Fix, long six minute splash screen after Login to NA x64. When Character Select screen appears all 6 existing characters are listed in the right column. Mount and Pet appear for each character but the character does not appear. Therefore, no Play button. Worse, there is no interface to Create New Character. 
Same result after Error 308 then running Repair.
Started Launcher with Run as Administrator. FYI: Windows 10 x64 Home Windows Anniversary Update.
