I think we should be able to choose facial hair hair color diferently from regular hair color. It would give us more variety and uniqueness and in reality many people don't have the same color for their beards/eyebrows than for their hair, and not counting people who dye it.
there are some colors that look great on the hair, but on facial hair get lost and it looks strange.
I don't know how possible it for this to happen now, but considering we got an appearance change after character creation more than 1 year and a half after the game launch, I guess everything is possible.
