Will Bahraha's Curse or Syvarra's Scales jewelry ever drop in Epic/Legendary quality?

Bahraha's Curse and Syvarra's Scales sets are interesting builds that can help supplement and add diversity to a lot of different magic and stamina builds out there. However, the jewelry sets only seem to drop in blue-quality. This effectively makes them obsolete compared to every other set that drops in epic (purple) or legendary (gold) quality. ZoS- could you please help some people like myself out? Heck- you could even make them drop in chests exclusively in the Thieves Guild chests or zone chests. (Currently, I believe that only Wrothgar sets drop in Hew's Bane for some reason...???)

I did find it odd using Hew's bane treasure maps and getting Wrothgar rewards from them too. Definitely needs to be looked at.Guild Leader : Defenders Of Miley
