Assassination Targets' AI is Laughably Low and Lower than Other NPCs
If you sneak around a town, ordinary NPCs are easily alerted by your behavior, expecially when you are sneaking behind or beside them. They would say things such as "I can see you", "if you do it I will call the guard", or "you better stop it before I call the guard", and then they would become "suspicious" when you sneak behind them again, which makes it impossible to pickpocket them. However, when you go assassin a target, if he or she turns back unexpectedly and sees you, HE OR SHE WON'T HAVE ANY PROPER REACTION! The target would simply ignore you and keep walking, without warning you or becoming suspicious! After that you can still just sneak after and blade of woe the target.


I personally think this is very immersion breaking and makes the assassin quests tooooooooo easy!! I hope each time the target spotted an assassin player, the player should get a small bounty and become unable to sneak kill the target for at least some minutes.
