Dual Wielding and Dual Enchantments

So why is it exactly that Dual Wielding 2 weapons with identical enchantments doesn't bolster the effect? Even if the off-hand weapon's enchantment only offers half of what it says I think it should still stack...

Don't put two of the same enchantments on your dual wield. You can't have multiple of the same enchantment proc at the same time. So if you put two hardening enchants on your dual wield, only one can be procced at a time and it is a waste of one enchant. Always use two different enchants.

See I originally had 2 different enchants on them but I stil think if you use 2 enchants when Dual Wielding they should stack. Understandable if it's 2 different people trying to proc the same effect though when it comes to things like Resistance Debuffs but Dual Wielders could get so much more out of a single effect stacked for having it on both weapons.

Nevertheless I suppose I will have to go back to 2 different ones I guess. Wishful hoping that having 2 of the same would make that effect better...
