Loading in to zones Unable to switch bars or see npc's/mobs

I noticed since DB maintenance every time I zone in or load to a new area/log in, My quickbar is unable to switch to my backup, nor am I able to see any mobs that are attacking me, same with any npc's. After about 40 seconds of this happening I am able to switch bars again.
It seems that its all on the same loading timer, at the exact instant I can see enemies again I can also switch my bars. Such an odd bug, anyone else having this same issue?
Also seems to only effect my Stam Sorc

SolarCat02✭✭✭✭✭I have been having this issue, too. It's most noticeable in group dungeons, although it happens after most loading screens.
I can switch bars and see enemies around the time the player characters around me are no longer black silhouettes.Why be normal when you can be better?
