Can I buy the Steam version and give the ESO code to a friend?

I have an ESO account. I want to buy it on Steam just to have it there, but log into my current account in the launcher rather than registering a new Steam account. My question is this: can I buy it on Steam and then give whatever code it gives me to a friend to register with a new ESO account? Or is the Steam code somehow different than a non-steam code, in that it requires the Steam version of the launcher to function? I hope this makes sense.
I know that there is a warning on the Steam page for the game that says "The purchase of a Tamriel Unlimited or Tamriel Unlimited Imperial Edition game cannot be combined with any existing Elder Scrolls Online account and must be accessed separately through the Steam client." This is a little misleading because you CAN log into whatever ESO account you want with the Steam version of the game, you just can't combine the Steam code w/ your current account--which is fine. I don't care about that. I just want it on Steam for hours tracking, trading cards, etc. which it will do just fine no matter which account I log in to.
I am not interested in just adding it as a "non-steam game" before anyone recommends that. I just want to know if the Steam version of the game can work even without Steam.

Sure you can. When you buy ESO on Steam, you got two things: code and link in library. But those two are separate.
So I bought ESO is Steam just for adding it to my library xD ZeniMax was b1tch1ng and didnt gave us, who bought pre-purchase, steam link codes
And login with my standalone account. No autologin with Steam account like in few other Steam MMO's.
If I remember right, I didnt even used this code... So I can trade it for something if you interested.
