Is Steam copy incompatible with the launcher or patches?

Recently I purchased the game on steam and downloaded it. When download finished, I ran the game and the launcher started downloading patches and updating the game. So far so good. But in the middle of it, I get error code 210 - PatchManifestError_DownloadFail. When I click OK in the error dialog box, I see a repair button in the launcher. Clicking repair re-downloads the whole game via launcher and it works, I can play the game (after wasting so much time and data)

But then if I try to back up the game via Steam, I get error. Steam saying that integrity of game cache is broken, ??? number of files are missing and, it redownloads the whole game... There's clearly a problem between Steam copy and the copy that launcher downloads...

When steam sees the game OK and complete, the launcher sees it broken. When launcher sees the game OK and complete, the Steam doesn't....

My question is this: How can this big of a problem haven't been fixed by now?

Try reading on the Steam community pages, I've seen several threads about it there. I had the same problem but iirc that was just because I forgot to do something fairly obvious such as registering my account and game on account.elderscollsonline.com .
