No, Dwemer and Dark Elves are two different races. The Dark Elves (also called Dunmer) were called Chimer before they were cursed by Azura to have gray skin.Edited by Lokryn on June 30, 2016 3:16PM2 -

✭It's also inaccurate to call them dwarfs. Don't think of them as LOTR or D&D dwarves... The Dwemer were average-sized, bearded, mechanically inclined elves.
