WHY do EU get a 2nd maintenance?

and why do they have the same time for this?

Exactly - from now on the UK gets a two year long loading screen until agreement has been reached with Tamriel regarding free movement of players and goods.

Blah blah blah, try to think common sense, they have to cater to the majority of subscribers. Always goes down in the middle of oceania peak hour, but it's easy to understand why.
