I noticed on my new characters when they were Lv3 that their Race Skill Level was only 2. That means new characters these days in The Wailing Prison are at first Lv0 at their race... Does not mean your character is Lv49 and thus allowed in the non-"vet" campaign lol

If you skip the tutorial your racial levels lag a little bit behind your character levels. No idea why but it didn't used to do that.

Is this your only character?

I have 8 characters at CP cap and started levelling 4 new ones with the new added slots; when the new ones reach "level 50" they'll get whatever CP my account has then, but their Khajiit level may only update to 50 if I wait 15 minutes and then relogging. I know that enlightenment only kicks in for me when reaching champion level if I relog, you may be experiencing a similar thing.

If not, better /bug this and open a ticket.

For those who think that's a bad bug : it's just a slightly difference between your "level" experience and your "racial tree" experience. Not a deal, he is not locked at level 49 in his racial tree.

It has happening on fourth of my char, a little frustrating sometimes when you see that you've to wait a little longer to get the passive you're looking for, but it's easily forgotten.

Keep in mind that the CP have absolutely nothing to do with the character levels (and thus the racial passives). CP is account wide. If you were to make a brand new character, you could screenshot 0 in the racial passives and have 501+ CP because an alt is much higher level.

This happened to my khajiit NB with the DB update, I don't know what corrected it but after a few days it was fine again
