Poison bug

Applying poison on enemy seems broke. I am always lightweaving. Between the lightweave and the skill the poison fires, and plays the animation, then there's a second or two where nothing happens, then the skill fires, even if I pressed the skills button right after the lightweave.
I was using a resto staff and was light weaving it with Swallow Soul skill.
Tell me it shouldn't be this way.
