New enemy mob visual, what is it?

Im not sire if this is new for DB, but on my sorc i notice that mobs that are aggroed have a electric, pulsing ring on the ground around them.
I cant determine what the effect is or what causes it. Also dont know what does.

I do have boundless storm but i tested attacking a mob without the ability active, the mob still has this electirc, ground effect ring around them.
Cant figure it out. I read through the patch notes and didnt see the change.
