[BUG] Forward Momentum

I tested forward momentum today for hours against a wide variety of NPCs . It does not give a 7 second immunity to all roots and snares . Immunity time when it does work varies from 3-4 seconds and requires re casting most of the time .

@ZOS_JessicaFolsom please have someone in development look into this .
