Newest hotfix broke something (settings returned to default and no add ons appearing)

I last played Sunday (19th JUN) and everything was fine. Logged on earlier today and downloaded the newest incremental/hotfix patch. I then launched the game. My changes that skipped the intro is gone in the settings file (but the changes are still physically present in the file). All game settings went back to default. None of my add ons are showing up (but they still exist under the ESO live folder). My sweet FX is not working but is still present in the same folder as it was before. I tried restarting the launcher and it didnt fix it. I tried restarting my computer (though I had very low expectations that would fix it) but it didn't work. Reloading UI didn't do anything and allowing out of date add on didn't do anything either. Is ANYONE experiencing this besides me? Does anyone know of a fix?! No matter what I have done I cannot get the game back to normal. About to try a repair, maybe that will fix it. @ZOS_GinaBruno @ZOS_CoriJ @ZOS_AlanG

*NOTE- I did submit a trouble ticket, but i figured maybe one other person has had this happen to them and knows how to fix it so I'm posting. I'm impatient, sorry lol.
Hey everyone! Look! It's a signature!

I am having the same problem but I don't play a whole lot because of work and school. I typically just open the launcher to do updates then log in to collect my mail from my crafting helpers and quickly upgrade one of my riding skills. So normally I don't notice if any of my addons are working. However the other day I actually got a chance to play the game for a couple of hours and noticed that none of my addons are working.
I went so far as to completely uninstall TESO and minion then manually go through and nuke the instillation folders so I could do a 100% fresh install of everything. No luck I still don't have any addons. While the game plays just fine I really miss my the advanced filter addon that helps with inventory management.

I know this wont help you now, but in the future once you get everything set the way you want it again, make a copy of your live folder as back up.

Not trying to throw salt on the wound or anything but the gf has a game crash issue that once or twice a week resets her to default. So keeping a back up is handy.

Unfortunately she has never had the addon issue so i have no advice for that.

I am just now realizing that it might be an issue with the path to the addons folder. I am using Windows 10 and I have Microsoft OneDrive installed. I am trying right now to figure out the difference between the path C:\Users\*Username*\OneDrive\Documents\Elder Scrolls Online\live and
    C:\Users\David\Documents\Elder Scrolls Online\live\AddOns.
Some of my addons show up in the first path and some of them show up in the second one but none of them works properly. I am going to try disabling the Microsoft option to save all documents to OneDrive by default and then uninstall and reinstall all my addons to make sure that they are all in the same folder and that they are all the most up to date version.
I am also looking at the UserSettings.txt file and the AddOnSettings.txt file to see if there is anything in there that sets the default path to the addons folder. For now I am going to go with manual install of the addons rather than NMM or Minion. If I have any luck with manual installs then I will try messing around with the managers and see if I can make them work.
I'll post again when I am done fooling around with things.

Did you select 'allow outdated add-ons to work'? From your character select screen, it's under add-on tab.

I did have the outdated add-ons selected. Problem was there weren't any addons (outdated or otherwise) showing in the list.
The only way that I've been able to get them to work is to manually install them and to manually sync the files to both the local documents directory and the documents directory in OneDrive. That's good enough for me and I hope that it helps someone else out.
