I'm intrigued by this new DLC announcement, but I suspect that there is no new adventure zone that will contain the 2 new dungeons.
My best guess is that it will be an extension of Dark Brotherhood in which you pick up the quests in Anvil, and then travel to Shadowfen (northernmost area of Black Marsh) to do the dungeons, much like MoL is located in Reaper's March.
