Bounty despite the only witness being dead

So I did my first neutral NPC kill today and to my dismay I found that I kept the bounty despite the only witness, the target themselves, being dead.
That seems to be rather illogical as well as a backwards step from what already had been a game mechanic in (an)other TES title(s).
Why is that?

✭Here is one to ponder and gave me a good laugh. I was in the middle of the Alik'r Desert and came upon an NPC who had a goat with him. There were no other NPC's around only him and his goat. I killed the NPC with the Blade of Woe. His goat turned red (hostile) and all of a sudden I had a bounty. The goat turned me in. So the lesson to this true story is do not kill a NPC who has an animal with him for you will be turned in by that animal. In the case of the goat ZOS created a super smart one.0 -

Well ya know Tamriel is full of cats and lizards walking and talking (and murdering) so it kinda makes sense that goats and chickens can turn you in
