I'm against it just because it's always lacked any kind of balance (due to not being intended).
It also is sucky to lose keeps without any sign of combat in that area, I would be fine for it to stay if guards seeing players inside keeps set off a map flag to say enemies are inside. We shouldn't have to have one actual player sitting doing nothing inside keeps just to scout for people going over walls.
This system could work, but again steal captures are bad.
Last year me and a few people were talking about how cool it would be to have fixed siege on the corners of the outta wall, they can be destroyed but can also be repaired like a wall.

A GW2 keep feature doesn't fit in current ESO keep mechanics.
One reason is that the angles and ranges of any GW2 siege was part of the concept.
In ESO the flexibility of siege is a key factor for good defense or offense.
Most players don't know what type of siege they must use and how to set them up properly.
The problem is that they think its good enough to make some aoe damage just to leech some APs ...
Imo a terrible design because they never learn how to efficiently play with siege to hold or flip a keep.
