Is it possible to download the FULL game installation package?

I was wondering if it would be possible to download the FULL game installation package and save it to my PC? I ask this because I had some PC problems that caused
me to clean install the OS twice. I therefore had to download ESO twice as well. That 37GB or so download devours quite a lot of bandwidth, needless to say. If we could have
a permanent install package on our PC's and then get incremental patches going forward would be very helpful. Installing a 3-5 GB incremental patch would make life easier for a lotta
folks, and would save you guys bandwidth as well.

Thanks for your time.

Yeah Smasher. I omitted to mention the repair installs needed to play this behemoth. Not complaining about the game, just the delivery method.

37GB? The install on my Xbox is over 70GB. What in Oblivion are you playing?
