Quick and Easy Change - Bolt Escape

Given that Bolt Escape already has a similar resource penalty to dodge roll, why not just allow Bolt Escape to work while stunned/mezzed/etc.? Basically, it would be ESO's version of World of Warcraft's Mage's Blink spell.
