Think of the possibilities! In PVE it would be fun, and it could work like Skyrim. It would be Epic!

Maybe there could also be a sharing mount system. The owner of the mount rides it, swings his/her sword or weapon. And the passenger can sit behind the rider and use their bow and arrows or staff to take out long range targets!
"I'll drive, you shoot" . It would also be enjoyable to give other players a ride on your mount, or to ride on another player's. This is Elder Scrolls
Online after all: teamplay and teamwork is the key aspect. Riding another player's mount, or giving a passenger a ride would greatly help the
online part of Elder Scrolls
Online!

The best aspect of mount combat would be PVP. Imagine how much more tactical thinking will be needed when leading zergs. You could tell several people to remain on cavalry, while others are infantry. It will make tactical decisions far deeper in PVP. For balancing, mount riders would be limited to basic attacks and not have access to their skills, thus giving a reason to dismount. Or maybe there's other ways to balance it, I'm sure that there would be many ways to balance mounts in PVP. Considering that PVP is a competitive game based around players having uneven stats and equipment (armor, champion points, animation cancelling, the playing field isn't even to begin with), mounts would be the least of PVP balancing problems. I'd like to see PVP have cavalry as a gameplay option, and for those who like to lead zergs like me, you could organize the players into unique cavalry x infantry formations!

The possibilities would be endless! I hope that one day this feature could be added into ESO.
