I think so. I think they wanted people to get Impen traits strictly through the new PvP vendor.

It's really easy to fix this. Delete Prosperous and Training from the loot tables and add nirnhoned and impen. Most PvE'ers want divines, most PvP wants inpen.
You still get a 1/7 chance to get the "best" trait, a dilution rate ZOS seems to like, but with this method, every trait you get is useful for some type of combat for someone. Players will still be encouraged to grind without out feeling put off by the fact that they got something completely useless.

Around 14 days of farming damn chests and world bosses in Wrothgar. 85% of set pieces are CP150 and I have got only one briarheart neckles CP150 of course two ring of briarheart one cp150 and another arcane. While when I opened bronze undauted chest I have got engine guardian shoulders with not bad trait on it. Why in the hell would anyone put stam set with arcane trait on rings...
Edit: not only this but also I payed for the damn DLC and I am still getting 150 not 160 items which can not be traded/bought from other players.

Diluting the loot table with training and prosperous, although very annoying, is mitigated by the vastly increased drop rates. Gold keys are now guaranteed drops (up from 50%), and silver keys are now 50% drops, up from 10%. The drop rates of heads from bosses have been dramatically increased, and the drop rates from the vICP/vWGT bosses have been increased from about 20% or so to 100%.
So at the end of the day, even though you're getting more junk traits, the chances of getting good traits have gone up due to the increase in overall drop rates.
What I take issue with, though, is the removal of Impenetrable from the loot table. Now the only way to get it is from the Golden vendor, but that's available only once per week and it's random. You might get the item you want this weekend. Or you might end up waiting half a year.
