Open world pvp is never going to happen, carebears are too vocal and ZOS is too afraid to lose their cash cows.
Only way it would work to my mind, is if there was an opt out option, outside of Cyrodiil . Last thing I want, is to be attacked while questing in pve zones.
I believe in WOW, you would have to be flagged as a PVP player in order to get jumped. For example if you watched a town get raided and sat back and watched, nobody could do anything to you. They're most likely just raiding the town for spite and to kill all the NPCs and whoever is ballsy enough to fight back. But if you attacked once, you'll be flagged and can/will be attacked.
It would interesting if they randomly picked one PVE zone as a neutral territory for players. Since Tamriel One is coming, everyone will see everyone. Why not add a little more fun to the twist and have random zones for a week be hostile territory?

That is a terrible idea. I'm all for an optional way to flag yourself for open pvp, but any type of forced pvp? I'm out.

DCUO has a PvP phase.
Granted, the "world" isn't as large...but the guts of it is that if you're in the PvP phase, you only see folk in that phase....and you can be jumped by those dirty, stinking, no good heroes.
May take a bit of work, but why not for ESO? Us "carebears" could simply stick to the PvE phase....and any lower levels getting jumped in the PvP phase could simply change to the PvE phase.
But then again, ideas are easy to come up with...implementing them is a whole other kettle of fish.
