Are they updating EU/US server at the same time?

Trying to log in, I get told that the American server is offline, which should pose no problem as I am a EU player.. And a quick google told me that the EU server should be updated tuesdays.. Yet the server is offline.. Can someone explain that? Just so that I know what's going on
