RETURNING PLAYER NB question with Dark cloak

i havent played in a while and planing to return now with DB xbox player, yesterday i realized that dark cloak is breaking on negative ticks was like WTF . i read the tool tip and realized they have change the dark cloak where it does not remove neg tick again you which sucksss.
so im wondering when was these change done i know it not DB because its not out yet for xbox.
and what are most magicka NB doing know, im guessing purge is a must know?
im just thinking how hard it most be fighting a DK in PVP know.
or maybe im overseeing something wrong i haven't played since December 2015.
