Unable to use mementos on one character

I made an in game report, but just to make sure it gets addressed I made this thread. I only have two characters and one of them cannot use any mementos no matter what I try to do. The other can use them fine like always.

EDIT If your character is in Cyrodiil, you can't use Momentos.

Weird. I can understand why some might be locked out if the character had not earned them yet, like the rewards you get for certain ranks.

Try this, don't agonize over the choices,, you can delete this character later. Start a new character, skip the Wailing Prison and then see if they can use anything from the Momentos.

I'm not going to delete my main character lol. It's the mementos, they are broken from some kind of cooldown glitch I'm thinking. Last night they randomly broke at some point, I figured it was lag and quit playing, then today I still couldn't use my mementos(note im not in cyrodill). I've tried gamepad and regular ui, it's not an addon problem either.

Hopefully this gets fixed. (there have been a couple of bugs i've encountered since db update, made threads about them all)

I was not asking you to delete your main, just make new character quickly and see if they have the same issue as your Alt that can't use the Momentos. It is the new test character you can delete after you have tested this.

I said I had two characters and they work for one, but not the other.

It's just this specific character not being able to use mementos, which is why I believe its a cooldown glitch.

Zenixmax responded to my report as if it's not an issue - 160603-001810

Can I please have this resolved?

I guess you missing the point of the test then.

If one of your existing characters can't use the things, then seeing if another new character can't use them can point to where the bug is. Is it that your second character is bugged or are momento's bugged so that they can't be used on any character that did not earn them.

That's not the problem, I'm using the first character I ever made. Yesterday after using the smokeball everywhere sometime during a dungeon it broke. I got most of my mementos from that character.

Okay I tested it and as I thought I am able to use mementos on a new character, just like I was able to with my other character.

It's my main toon that's mementos are broke. Please fix this zenimax

For what it is worth, I have this same issue. I cannot activate any momentos with my main character, and I'm not really sure what led to this glitch.

I noticed this issue on one of my characters, and submitted a ticket. I received a timely response, listed below:
Date: Sat, 18 Jun 2016 19:37:11 -0400
Subject: Customer Service Ticket [Incident: 160614-XXXXXX]
"We have identified an issue that is preventing some players from using Mementos, and we are working towards a fix. In the meantime, you can avoid this issue by not having a Memento active while changing zones or entering a load screen.
