Install_ESO.exe not working

I recently got a new computer and am trying to download and install ESO onto it. When I go to my account at https://account.elderscrollsonline.com/users/account and then click the "Download Game" link, a file called Install_ESO.exe downloads into my Downloads folder. Once I click on it, a window pops up saying "The Elder Scrolls Online is preparing to install" (or something close to that) along with a progress bar. The progress bar moves pretty quickly and within a few seconds reaches 100%. The window then closes and....nothing. Nothing happens.No installer pops up, no client appears, no launcher shows up, no error codes or messages. The process just ends. I didn't really see any topics in the forums that related to this specific problem. Please help. I am running Windows 10 and have also tried downloading through Steam as well. That didn't work either, same thing happened.

I accidently posted this same thread earlier but it was posted as a discussion and not a question. Sorry for any confusion, but this is a question that I need answered if I would ever like to play the game again.

@FellowNoob Try compatibility mode and open as administrator.
