I must be misunderstanding how battle leveling works on veteran level characters that are under vr16 but still scaled to vr15 in cyrodil. For example I have a vr10 whos "scaled level" is 15 and this does seem to show in his stats, but his gear is worse when compared to my level 24 alt in cyrodil. Ive compared the stats of both characters gear and in all cases (except jewelry) the gear that is level 24 was superior to gear that is vr10.

Level 24 greatsword first on my v10 main then on my level 24 alt

Okay, now here is my veteran level 10 greatsword that is also blue as opposed to green quality(yet has lower weapon damage):

Why is veteran level gear not scaled the same way as non-veteran level gear in the same campaign? I thought the idea of battle leveling was to make the fight fair, not give lower level players an advantage.
Both were in veteran campaigns. If players below level 50 want to play with the high levels, higher levels shouldnt get gimped gear in comparison. I say gimped, the stats are not all that much worse until you consider the quality of the weapons in comparison here and also add up all the trait bonuses as those seem to be scaling higher on a non-veteran character also.
