The tooltip is actually rather hard to misread, you must've been looking for crit damage from start to think that.

Personally, I think it should effect spell crit as well as weapon crit. This passive is supposed to be the evolution of the keen eyesight racial from previous elder scrolls games (being able to spot weaknesses in your opponents armor/movements, most likely).
Most races have bonuses that can be effectively used by both magicka and stamina builds, but my spellcasting khajiit sorc and templar are feeling pretty useless when it comes to racial bonuses right now.PS4 / NA
