FPS Drop GTX960m Nvidia

Hello when i enter to big cities like the capital of Daggerfall (cant remember its name) my game starts doing fps drops. not much but you can sense it. im running on ultra settings and i will try to lower the settings today but in recommended settings it says my graphic card should be okay?

    Same problem Nvidia Geforce GTX 960
    FPS between 2-20.
    I put on lower settings, no change
    Installed newest Nvidia drivers, no change.
    Deleted usersettings file, no change
    Disabled all addons, no change
