How should non-exploiters be compensated?
Should everybody who didn't exploit get compensated - even those (such as myself) who haven't got any crafting surveys?
How will those who are to be compensated be identified?
Eh. At the end of the day, anybody who admits that they would have exploited if they knew they would merely be subjected to a slap on the wrist with a wet bus ticket is as bad as anybody who actually exploited.
Just accept that the world does not conform to your view of fair and right and move on.
