"Prevent attacking innocents" bug?

Anyone else having an issue where when they have the setting in title set to on, you can not use abilitys such as shadowy disguise or rapid maneuvers when any NPC with a yellow health bar is selected by your cursor? (non-human NPC too such as pony guar etc)

Ive known about it with rapids for a while but just started tg quest lines and I can hardly use nb stealth without turning off this setting when trespassing.

Also, you can use most other "non-aggressive" abilitys like vigor, rally, relentless focus, armor skill line abilitys etc..only two I've noticed now is nb stealth and Rapids.

    Not sure if it's a bug as I keep it off always. It's literally the most frustrating feature if you have no intent of killing or harming NPCs.

    Cannot say if it is a bug or not but yes you cannot use any skills at all if you have them "targeted" with this turned on.

    I turned it off for this reason.

    It took me a while to realise this is why my cloak wasn't working.

    If you don't want to turn it off and you need to flee, aim your cursor at the ground or sky when you need to cloak.

    There is a bug of some sort going on because I am able to attack an NPC after it starts attacking me, where previously I couldn't. HOWEVER, only certain skills I noticed will actually work like Puncturing Jabs, Lightning Form, Flames of Oblivion, the magic armor that shoots out the shards.

    I don't know and I don't want to go through all the patch notes trying to find it.. all I know is if it is an intentional change, they should then let us use any of our abilities and not just certain ones. There is still a couple characters I have where I have to just let the enemy bash themselves to death trying to cause me damage.

    So it seems what was updated was when you had a bounty the actual bounty on the screen dropped prior to the game acknowledging it. In the thread there was talk about innocent attacking too but that actually wasn't changed even tho it was strongly suggested that with the setting off, if you're being attacked the NPC is no longer "innocent" in context as they turn red but skip yellow.

    Sorry guess ZOS didn't care to address that part

    Thanks.. so something is just either messed up, or they changed it in preparation for Dark Brotherhood, and have added it to the game live, but we will most likely see some patch notes about it on the release of DB somewhere.

    It's not a bug, rather than label skills individually based on their effects, all abilities cannot be used in the direction of NPC's in your attack radius if you have prevent attack innocents turned on. The only exception to the rule are non-targeted type abilities which have an aoe effect like heals. Rapid Maneuver is a targeted move actually, even though it targets yourself. Same with ranged weapon attacks, I can't draw my bow with a friendly NPC in front of me, turn my radius to their left or right and I can draw it just fine and still shoot in their direction if I move into the radius.

    It wouldn't make sense for it to be intentional..seems more like clumsy coding by ZOS.

    The only problem I seem to have with it is that the innocents still wind up dead on occasion.It doesnt want to work for me.
