This caught my eye:
  • Tons of updates to the Crown Store including additional character slots, motif previews, and hats
Self-explanatory except 'hats'. Anyone know what they mean about this? Can anyone from ZOS clarify this?

    That would be clear pay-to-win and hate would RAGE across the gaming world. Plus they would just say "helms". I bet it's separating head from body in terms of mix-n-match fashion for costumes.

    Maybe it's just a hat? Okay, that was a bit facetious; what I mean is maybe it is a hat that can hide the helmet instead of just toggling said helmet off. I hide or show my head gear depending on whether I like it or not but sometimes the chest and especially the non-hideable shoulders create an unsightly gap so that the head and neck look really naked sticking out of all the armor. But maybe the best head gear you have just doesn't work with the rest of the armor so an optional hat/head gear would be appreciated. Maybe? I know. I'm being really girly about it but I work on my overall appearance and really want more flexibility than I have (like hiding the shoulders). This might help.

    they are being funny and using the term most people label all Teamfortress and DOTA2 cosmetics. as hats.
    it's likely cosmetics in all forms shapes and sizes

    Probably just a cosmetic "hat or helm" instead of a full costume.

    Probably like that ceremonial mask from orsinium that only changes the head piece.
