I just redownloaded the game, I use an SSD. I believe the problem is that there is no The Elder Scrolls Online (or live, or UserSetting.txt for that matter) folder in My Documents.
This applies for the both the SSD and the Hard Drive. No folder anywhere.
For reference by the way, I have tried running as admin, and I did not download through steam.
