Luncher Stuck on Loading Screen

just downloaded ESO on steam when i click on play, it just doesnt start then i found a way to run luncher from eso's folder (setup). I opened setup then choosed EU server. After that new launcher comes up and stucks on loading.
Does anyone have solution for me ?
