Ok is it only in Cyrodiil? Cause i am testing in PVE and it doesnt cost me the magicka or stamina of the enemy player so it maybe just a Cyrodiil thing i guess.

It is most likely only an issue in Cyrodiil (player projectiles). It seems that if the projectile has a Stamina/Magicka cost attached to it and gets reflected, the player reflecting will lose that correspondong resource.
Chances are PvE mobs don't actually have Stamina/Magicka pools and their costs for every ability they do is free. This would make sense if what you're saying is true.
