So players would have a better idea on how it will work. This would possibly also give players more hope and excitement that it is indeed happening. So players would have a better idea on how it will work. This would possibly also give players more hope and excitement that it is indeed happening.

Once we have the system in a good place, we'll be sure to give everyone some insight as to how it will work (whether it be through a website article, ESO Live, or forum post - whatever works best).

I think you actually hit the nail on the head. There seems to be an erroneous supposition at Zenimax that, because we are on console, we must not care about quality of life issues like text chat, a meaningful and useful UI, accurate data parses, etc. To some extent it is true that a console player desires a more casual experience.
However, every time I cruise these forums, it seems like I see a lot of players who are just like me: actual long-time gamers, probably former raiders or even raid team leaders from other games, who now enjoy playing on console because, while we enjoyed the complexity of our old school PC gaming world, we are now a little more grown up (probably with spouses who want to be able to talk to us while we play, or kids asleep in the next room, or generally some other reason why its just not appropriate to have voices shouting at us from headphones or TV speakers).
The text chat issue is emblematic of a continued refusal by Zenimax to cater to a very large and growing segment of their player base: older players who simply can't be bothered to deal with PC-based issues.
But, that doesn't mean that we don't "get" how the game can be enriched were we to play on our PC, and it doesn't mean that we don't miss having some seemingly obvious baseline features. Moreover, it certainly doesn't mean that we don't understand the necessity and value of communication in order to achieve in-game objectives. We just don't want to be forced to use audio communication as a sole means of coordination. It's not conducive to sleeping kids or happy spouses. Getting away with one or two raid nights a week with the headphones on is one thing, but having to wear them just to participate in the social aspect of the game at all is far more burdensome.
Not having chat, not having a useful UI that at the very least tracks buffs and debuffs, etc... this isn't immersive, its just dumb.
So anyway... rant over.

I think text chat is one of the most single important features in an MMO period. Finding groups would be 10 times easier within the guild and outside of the guild.
