They do not want to add capes in the game as they believe it may cause lag.
They were originally in the game way before release but were removed.
Personally I think they should add them into a PTS just to see how they affect performance because I think they would be awesome, but if they cause too many problems on top of the ones ESO already has then it may be best to not include them.House Baratheon: 'Ours Is The Fury'1 -

✭✭✭✭✭Capes or even better medieval cloaks would be neat.
And from what I hear, they had planned to do them... but then realized that due to performance issues they either could do them well and have triple the current lag, or keep the lag manageable but have the cloaks look like cra.... uhm... not very well, clipping to everything and generally being an eyesore.
So they decided if they can't do it -right- they would rather not do it at all...
So, right now, its "No Capes".
But who knows? Maybe someday a while down the road, when they upgrade servers or something with new technology... hey, we can dream about it!

The Lag monster would get you then.
PvPers would flip a gasket the first time this happened,..and rightly so.
So,I have to be a nay sayer on lovely flowing capes.
Beautiful,but very impractical for lotsa players together.1 -

They're still not being added to the game for technical reasons. And tbh since Daggerfall, capes and cloaks have rarely been seen in Tamriel.Sweetrolls for all!

Yet they think the ridiculous flappy hips are worth the movement.2
