Kindling Dragon Knight Question

What does this passive help? I have Dragon Knight Standard and Burning Embers on my action bar but didnt seem to get a boost to either by having this on. Is it bugged or just not applied to these actions? Any help would be greatly appreciated thx in advance.

    Kindling Passive: "Increases the Damage of Flame abilities' burning (staus) effects by 66%"
    This means that you get a 66% damage increase of the burning status damage and NOT of the normal tooltip damage.

    The normal tooltip damage does increase with another passive, if it is an AOE: the "World in Flame" passive, the last passive in the Ardent Flame tree.

    Back to the burning status effect.
    The chance that this burning status effect occurs was updated in patch 2.1:
    Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
    Weapon enchants 20%
    Standard ability 10%
    Area of effect abilities 5%
    Damage over time abilities 3%
    Area of effect damage over time abilities 1%


    If you have the Destro staf equipped, these percentages are doubled by the destro passive "Elemental Force".

    Basically, if you don't see the mob or enemy burning, the passive is not proccing. However, I see them burn enough to invest the points in the passive, maybe not at the expense of another passive if I am short on points to spend.

    Thx guys, I wasnt sure so I just took it anyways in hopes that it proc'd on Burning Embers.
