What's the town in the middle of a swamp with alligators on the edge? There was a guy just standing off to the side of the moneylender, almost hidden by the large amount of other stuff along that wall, just watching people go about their business every time I popped in to fence things. If you didn't mouse over him you'd assume he was an NPC.
I've seen this in a bunch of different towns. It's interesting, whatever it is.

Not necessarily. Spontaneous music parties can easily break out amongst the most hardened PvPers.
I recall in beta being in some bugged dungeon where the boss wouldn't spawn and something like 45 people were having a party, watching as each new person ran into the room and stopped in utter confusion, and gradually realized their goal was not to be attained on that day and joined in the party.
