Why does Wayrest punish me with the freeze cheese?

Whenever I go near the fountain or up the stairs, there's a chance of my game being frozen.

Chadwikid✭✭✭Yup constant game freezes requiring a shut down of the game and restart to fix ALL over the game in any zone at any time. Never happened before thieves guild.
I just froze up. Shut down game and restart. Log in. Immediately freeze up again. Shut down game and restart. Log in. Game doesn't recognize my eso plus membership so I'm in deshaan (was in the sewers). Rage quit.
How bout a fix for this @ZOS_GinaBruno1 -
