It's a (very) outdated convention.
Back in ye olde days computers didn't have built in hard drives, just 1 or 2 floppy disk drives (and these were actually floppy, not the ones in solid plastic cases) so the main one that you'd run programs from was the A drive, and then you'd sometimes have a B drive too so you could save or copy data.
When internal hard drives came along they were first used on that type of computer and the existing drives were already commonly referred to by their letters so the internal drive became C. And that set-up stuck around just long enough for the name to stick before the internal drive became the main one, the A drive became primarily a way of installing programs and copying data and the B drive disappeared all together.
But it's possible to assign any letter to any drive. My computer actually does have an A and B drive, because I wanted to assign permanent letters to 2 external drives and it bothered me that those letters weren't being used. But when I get around to buying an SSD I want to reorganise so the main internal drive is A, the second one is B and so on in what I think is a sensible order.

I wonder if my computer has a SATA III port besides the one used by the teeny tiny 128 GB SSD it uses as a C drive. I haven't even cracked open the case yet. Captain's Log. Stardate 2457477.237. I have recently learned that the present journey is but one leg of a significantly longer trek across the dataverse. After we arrive at where ESO was in the beginning, we will have to travel along the path of the subsequent updates, until we arrive at ESO's present location in the galaxy.
