Hey friends!
So i just got to vet1 a couple of days ago and was really pumped to start cadswells (for the pot head ofc).
Until I realized the zones were super empy.. I know that all the players want to do it but still...
*Spoiler* After the events in the main story we get to experience the zones like a souless hero again instead of with our soul and also our feats are not recognized by the other alliances.
My suggestion : Have cadwell cast a ilusion spell on us that makes the other alliances think we are one of them.. Something like : You think your faction has suffered the most with war? Take a look at what others have gonne thro thanks to this pointless war' - Cadwell
With this we could interact with the other faction players that are still leveling !! Make new friends and meet new people!
I mean guilds are already cross faction, instances aswell...
I know this might not be very lore friendly but remember that you are not forced to this to gain vet ranks and the only point is to make the experience more enjoyable and not so lonely!

    Lorewise, what Cadwell says is already perfectly valid for this, and Meridia explains that the other alliances will think we are one of them. So the setup is not the issue here.

    The main issue (aside from the whole "faction loyalty" thing, which we'll just ignore) is the content difficulty level. If you joined other faction players that are levelling, you would be severely over-levelled for the content. This is why each faction has their own version of the zones; AD's version of Auridon is Lvl 3-15, DC's version is VR1, and EP's version is VR6. If, as an EP player in Cadwell's Gold, you joined the same version of the zone as the people levelling through AD, you'd get minimal XP for the quests, no XP for the mobs, and killing the mobs would be a faceroll (if it isn't already).

    This could work, however, if they implemented something like @Gidorick's downscaling idea. I also had an idea that would keep the 1-50 levelling zones as they are, but anyone who is 50+ would be able to visit any of the other 50+ alliance zones.

A toggle in the Settings menu called "Enable Cross-Faction PvE" will determine whether you are put into a cross-faction zone shard or a single-faction zone shard. [This can be extended to include Coldharbour, Craglorn, the Earth Forge, and Eyevea, as I have mentioned elsewhere, using the same toggle setting]

    Here is an idea....

    drastically change both so that the quests fall into the existing queue system just like the grouping tools.

    So when someone ventures over to do quests there, the whole silver and gold zones as far as NPC levels are VR14-VR16
    I'd go as far as using the Orsinium/Wrothgar scaling so that people who want to adventure there under normal circumstances can without this scaling, but those who want to have some more population, can queue into instanced versions broken down into small portions of each zone that are scaled and VR14 - 16. I only think this makes sense for silver n gold zones and not any other original vanilla content.

    1. first time doing any quest rewards X amount of exp and gold + quest item
    2. any future times it rewards less exp than the first but chance of motif, style mat, or any other value-able material or currency.

    The idea is to accomplish what you identify, which is true but to not take away from anyone's current quest progress or experiences. I've seen many complaints about wanting access to these old quests for effective ways to gain CPs other than grinding.

    Personally I prefer it like it is now, with Cadwells as "alternate reality" - since story-wise it would be a bit iffy to do, seeing how we all just ended the planemeld threat before starting cadwells... ;)
    Not to mention, there are a few quests that interconnect. Like the portan between DC and AD... you get to close it from either side, depending on who you play for, to stop an impeding invasion. Makes no sense if you have to close it from both sides to stop two invasions if it was all in the same "reality" - those invasions would be running right into each other instead...

    As for downscaling... I hate that sort of thing, so I would not like that. Not to mention, how'd that work when the mainstory zones have different levels all over the place? Lots of scaling zones per region? But what would downscaling do to pre-veteran characters who may still be learning the game and occasionally have a need to overlevel stuff because they are not yet good enough to do it at level? And finally... how about the loot? If you were to get downscaled loot... as in, stuff that would be completely useless to you, and not even fetch a decent price selling... wouldn't that be vexing?

    What I would love to see instead is a "veteran version" of each alliances homelands, which becomes unlocked after completing cadwells. Where everything is battle-levelled, and in an "post-mainstory" incarnation - meaning damage that was just "in progress" during the mainstory is being repaired (like the daedric incursion in firsthold, or the DC burning of bleakrock, or the bloodthorn vines all over glenumbra and northern bangkorai, or sinmurs attack on riften, and so on...), mobs that were part of the mainstroy questing would be gone and replaces with a smaller number of "common" enemies (like the DC invasion in stonefalls, or the necromancer infestation in alik'r, or the dark mane critters in reapers march, or the dominion troops in shadowfen, etc.), and there might be dailies all over the maps!

    These setups could even have a world PvP-option... daily "incustion" quests where you sneak into "enemy territory", where all the guards will be hostile towards you (yes, the unkillable justice guards), and you'd have to do some "spy/sabotage" type mission... killing an NPC, stealing some documents, setting fire to a buolding, etc.; while on the other side, those in their homelands have a daily "spycatcher" mission for killing an enemy player sneaking into their lands...

    We cannot interact with the other faction in the original zones. It's been suggested before and IMO it's a very bad idea. Server load for one if all three factions were sharing the same server. Even though we get split into instances when the zone is full it still adds to lag since the instances are tied together.

    It works well as it is. Grab guildies for group events.

    For me silver/gold areas from Cadwells are best for single playing, questing and harvesting materials, the mats are everywhere and I can still ask a guildie for help with bosses or public dungeon if I need.
    No more large amount of players scouting around with their pets, stealing nodes or chests when I fight with enemies.
    When I need more players I go to populated areas. Please do not mix non-vet and vet instances if that was the idea.

    Nah they probably don't.

    Players are forced into those zones to get the skill points from the main story quests. But after doing them once you'd not want to spend any more time there than you absolutely have to. There was a statistic floating around at one point about the percentage of Steam players who actually finish ESO and from memory it was well under 50%. So that's why you see more players in their home zones.

    Like the OP I'm doing silver at the moment but still able to solo everything comfortably. So not particularly bothered by rarely seeing other players. I'm just getting through it as quickly as possible for all the dye achievements and skill points.

    But I wouldn't be surprised if they do something like the OP suggests. On several levels the current silver / gold setup fails horribly.

    I don't think server load would be affected; instead of one Auridon server shard containing, say, 180 AD characters, another containing 150 DC characters, and a third containing 120 EP characters, you would have the first containing 70 AD, 60 DC and 50 EP, the second containing 60 AD, 50 DC, and 40 EP, and the third containing 50 AD, 40 DC, and 30 EP.
