Killing civilians in gold zones gives more xp than craglorn npcs.

✭✭You mean I've been wasting all this time grinding in craglorn and cryodiil for levels when I could have been killing civilians and working on the murder achievement also.
You're right this needs to be fixed, we need more reasons to go to craglorn, not less."We have found a cave, but I don't think there are warm fires and friendly faces inside."
