Ever since they stealth nerfed the warlock rings in Aetherian Archive back in the day they REFUSED to explain why or even talk about it there has been a feeling that they LOVE having tight, arbitrary and irrational control over the itemization in this game.
They are more obsessed with controlling rings than Sauron.

It was so horrible in Oblivion that I had to mod it to be able to enjoy the game. Wasn't so bad in Skyrim but nothing could save that game.quite a large and bold statement no?

No one would buy the DLC if you had a huge selection of max level gear in base game. If it was only about "fun", no one would care if the old gear is V14. But obviously people do care. Because this request comes up over and over and over again. You want those sets to be VR16 so you can get the extra stats and power of VR16 versus VR14.
Extra stats and power is the carrot at the end of the stick that makes people buy the DLC. Extra stats and power is generally the only carrot that works in an MMO. This is not Skyrim where a team works on it for a set period of time, box sales completely cover development costs, there is no competitive element to game that makes stats of critical importance, and everyone involved in development moves on to something else almost immediately upon release. An MMO has constant, ongoing expenses. Those costs need to be covered somehow.
And DLC purchases are the most fair way to accomplish that. Right now, everyone can pay $25 or so every 3 months for the opportunity to play their way through new content and earn more stats and power. Yes, it costs money, but it is a reasonable and confined amount.
If they do not use the incentive of more stats and power to funnel people into DLC and make money that way, the alternatives for making money will be far less attractive. They will start selling super powerful gear in crown shop or something like that. It will go completely Pay 2 Win. You will have 99% of player base putting together a great gear set from base game, never giving ZOS another penny, and ZOS will have to depend on that other 1% of player base to make money. And that is where you get into catering to "whales" who will spend hundreds or thousands of dollars per month to buy all kinds of crazy power-ups.

Well if you ask Freud, it develops in early childhood driven by a need to exert control over certain bodily functions. These children later grow up to be MMO developers.
